This is a Department of Defense / Department of the Army poster — "DoD P-55" is the DoD publication number and "DA Poster 360-102" is the Army's designation in their 360-series, which was their public affairs/information poster series.
1968 was right at the height of the military's concern about drug use among soldiers, particularly with Vietnam in full swing. The Army was producing a lot of anti-drug materials at this time as drug use among enlisted men was becoming a serious problem both stateside and in Vietnam.
